UNSW - Institutional Analysis and Reporting - Budget Data

Commonwealth Grant Scheme funding clusters, 2008-2009

As part of the Higher Education reforms introduced by the Department of Education, Employment and Workplace Relations (DEEWR) (formerly DEST) in 2003, the funding granted by the Commonwealth government to universities for Commonwealth supported students will be based on funding clusters. DEEWR had defined 12 funding clusters and had specified a funding amount for each equivalent full time student load (EFTSL) unit in the funding cluster.


In 2008, DEEWR changed the arrangements of the cluster funding. There are now 7 funding clusters:

(a) Includes 7.5% conditional increase, which will continue to be subject to the Higher Education Workplace Relations Requirement and National Governance Protocols.

(b) DEEWR will top up the lower difference in the cluster funding between 2007 and 2008 for the Accounting, Administration, Economics and Commerce courses to bring the cluster funding amount to $2,703 for 2008.

(c) The Australian Government also provides an additional $3,250 per EFTSL (in 2009) for mathematics, statistics and science units for students who are covered by the lower contribution amounts introduced in 2009.

(d) Funding cluster rates for nursing and education includes amounts for nursing clinical placement and teacher practicum.

The funding cluster applying to each course at UNSW is defined by the six-digit level of field of education code that is assigned to a course or unit of study. Each course or unit of study is classified to a funding cluster according to the field of education code assigned to it under the Australian Standard Classification of Education (ASCED). The tables below show the funding clusters applying to the field of education codes as determined by DEEWR:

Commonwealth Student Contribution, 2008-2009

The Commonwealth student contribution amount is required to be calculated for each Commonwealth supported course or unit of study that a student undertakes at a higher education institution. In 2005, there are two different rates payable depending on the commencement date of the program. DEEWR has given higher education institutions the ability to charge up to 25% more. UNSW Council has agreed that students at UNSW will pay the 25% premium but only from 2006.


The maximum student contribution amounts for students starting after 1st January 2008 are:

Notes:

(1) For students commencing before 1 January 2008 undertaking units in accounting, administration, economics, commerce, the maximum amount that can be charged is $7,260. These students are covered by Schedule 7 of the Higher Education Legislation Amendment (2007 Budget Measures) Act 2007.

(2) Universities may now set student contributions for accounting, administration, economics and commerce units to the same maximum amount as for units of study in law, medicine, veterinary science and dentistry. In 2009, this is $8,677 (indexed for later years).

If a student is a 'pre-2008 student' the maximum student contribution amount per EFTSL in 2009 for a unit of study in accounting, administration, economics and commerce is the same as it would be had the Australian Government not raised the maximum. In 2009, this is $7,412 (indexed for later years).

(3) If a student commenced their course of study before 1 January 2009 (and are not covered by the course transfer arrangements), the university may charge them up to the maximum student contribution amount for band 2 for units of study in mathematics, statistics and science that applies to students who commence in 2009 onwards rather than the maximum for the National Priorities band. In 2009 the band 2 maximum is $7,412 (indexed for later years).

If a student commenced a course of study that is not a natural and physical science course of study before 1 January 2009 and transfer to a natural and physical science course of study you may be charged a student contribution amount up to the maximum of the National Priorities Band, which is $4,162 (indexed for later years). Mathematics, statistics and science courses of study are courses of study classified to the natural and physical sciences field of education.

UNSW can confirm whether a student is required to pay the Band 2 student contribution amount for mathematics, statistics and science units.

A natural and physical sciences course of study means a course of study in the field of natural and physical sciences, classified as Broad Field 01 in the publication Australian Standard Classification of Education (ASCED) 2001. A copy of the ASCED codes is available from the ABS website from the following link: ASCED Codes.

UNSW can confirm whether a student is required to pay the Band 2 student contribution amount for mathematics statistics and science units.
